4 = Research Headquarters Mastery and construct LVL 20 Headquarters = 80,000 resources and1 Omega
Headquarters
Initial: Allows the Admiral to use the Headquarters, in order for Commanders to be directed with orders. Allows deck slots up to 20.
Level Up: Increases 1 Deck Slot per 2 levels, or +1 Deck Slots every odd level starting at LVL 3.
